Whitelist Encrypted attachments from a specific sender

We're having an issue where our benefits provider sends users encrypted PDF's with their benefit card information inside them, and the attachment is quarantined.  Unfortunately, we receive a lot of spam containing encrypted PDF files, so changing to "Log Only" would do more harm than good.  Is there a way to whitelist our benefits providers address to avoid the Encrypted File Rule?
